THE PEOPLES 2012 JOBS PLAN TO REESTABLISH THE AMERICAN DREAM
Dear Mr. President, Members of Congress and the People of these United States of America. Please find herein a detailed jobs proposal. We describe in detail, why we should and how we should fix our economy.
Introduction:
Because of our political divisions this plan is a tax compromise, as it lowers taxes for some but raises taxes on others.
Subject; Good Bye China, Hello USA
Why Change: When we hear numbers of persons who are out of work we must be careful that we don't just count those who are receiving benefits. We now have 25 Million individuals that are counted by the U.S. as being unemployed, including those who sometimes are doing part time work. What is not counted are those who have become discouraged or those who have just given up looking for work altogether. In addition, those who are receiving minimum wages which is below poverty levels are not counted. If we add a typical household of 3, that's 75 Million who are suffering tonight the demoralizing consequences of unemployment. The number 25 comes from the Feds who would prefer that we didn't realize that the real number is closer to 46 million who are not employed and are desperate to have a job and living in poverty. Thai's a total of 138 Million mothers, fathers, children and perhaps grandma, who are in a depressive state. The White House has stated that 240,000 veterans are out of work. An additional 33,000 may join them next year. Most of them are now married and have a baby or infant on its way. How embarrassing. How disgraceful. How can we tolerate this any longer?
In addition to the above, millions of the young are unemployed and not counted in statistics. A whole new generation of the young are or will be seeking employment soon. Is our country ready? We think not. Most all extended families have or are aware of a high school or college graduate who cannot find a meaningful job. Dad says get out of the nest and find a job. Where? At McDonald's? There are not enough of them to employ the millions who want their own apartment, the ability to put food on the table and the means to pay for auto insurance. They also are aware that financial stability is non existent and they fear to marry a sweetheart. The young do not qualify for unemployment benefits as they have not held jobs that would make them qualify. Americas youth suffer humiliation and the fear of no security, a lack of independence and an insecure future. Thank you Mr. CEO. Thank you Wall St. Thank you our elected officials. Not to worry. Everything should remain the same. Change may give you a headache and your stock dividends might suffer. So.... to hell with Americas youth and let China prosper.
The unemployment rate is predicted to hit 9% after x-mas, but it is closer to 17%. When you count all the people who have given up, the poor and the young. Shall we wait until it hits 40% before we take action? We hope not. Is Congress ready to fix our problems? Absolutely not!! They are either, immoral, uncaring, unpatriotic, ignorant or frozen in political financial fear and will not take action.
The Change: An immediate U.S. business penalty tax is to be imposed on profits from those corporations that import Chinese products with a flat rate of 45%., and rising to 75% after 8 years, with no allowable tax deductions. All other corporations will have their tax rate reduced from 35% down to 15%., with normal deductions. If a corporation takes over manufacturing a product previously made in China within the effective date of this legislation and they do so within 4 years, they will be given a 25 year 0% tax exemption for making it on our shores. Additionally, when a company closes its factory in the future, to make its product in any foreign country, including Mexico, such company shall be prevented from selling its products in America.
We demand that the U.S is to increase its import customs duty fees, which averages 16.8 % at present, on all manufacturing goods from China, at a new average rate starting at a modest 2.0 % increase on the value of the cargo and rising in increments each year until they become outrageously high at 35.0 % over 8 years. In essence to phase China out from being our products maker and at the same time allowing Americas businesses to take their place back in America. Eight years should be sufficient for a transition and transformation of America to occur. In the short term, the construction of new manufacturing facilities will certainly give our economy a huge boost. We demand that taxes on those Corporations who took their manufacturing facilities to China be taxed at a rate so high that it forces them to make their products back in America.
Reasons: Congress has been giving corporations sweet tax exemptions in exchange for election contributions for decades. It's called bribery which just happens to be a criminal act. Its time to change. Since many U.S. Corporations that import products from China, have not been paying their fair share of taxes for decades and knowingly, with forethought, stole the livelihood of millions of us, we need to force them to contribute more and at the same time motivate them to come back to America. They will not agree but it is essential in order to revitalize our economy and possibly help solve our deficit problem completely.
Only 31 years ago China did not import a single manufactured product into America. It was Corporate America who sought out this cheap labor force with the help of two Presidents and Congress. Corporate America built up China's infrastructure, gave them the drawings and advice on how to build a factory, provided tooling, expertise, training, the details on how to design and produce an American product, all so a corporation could increase its profits at the expense of the American dream. America in effect, was responsible for the industrialization of an atheistic and communist country that makes 96% of our Christmas decorations. How sick is that? But who cares, Americans are essentially very passive and tolerant, while I, the corporation, gets rich by being self centered, greedy, unethical, unpatriotic and essentially an SOB. But a very, very rich one. Wait. I did do a great thing. I brought prosperity and happiness to millions upon millions of people. They just happened to be, the workers in the Peoples Republic of China!... Oh My God!!!
We need to recreate factories that again manufacture pencils, shirts, bicycles, refrigerators, computers, cell phones, equipment of all kinds and all those goods you see at JC Pennies, Kmart, Pep Boys, Sears, Home Depot and Auto Zone, etc. There is no attempt, however, to put any company out of business. On the contrary we want them to thrive but on American soil. Once upon our soil, tax penalties will automatically be removed and a reciprocal tax benefit given.
If one wishes to be a multinational business and are for globalization then move to Iran but you will be locked out of doing business in America with this Peoples Jobs Plan. We want to put fear in the hearts of the fat cats of industry, the CEOs and the Titans of Wall St. but at the same time give them an out by handing them a generous tax break if they come back to America and fix our unemployment problem. Globalization is a disaster in the making as it contemplates fair trade and equalization of the standard of living of the peoples of the world. We do not desire to be equal in pay with those in Russia, India, Indonesia, China, Mexico or South America. We have been told we are now in the Information Age. That's an excuse to fool us into thinking we were not robbed of Americas Industrialization Age. An economy based on the manipulation of information, i.e., an information society. is bound to fail particularly when the hardware is made in foreign countries.
We the people could eliminate the middleman, which is in fact the American corporation itself, by simply buying our TV, shoes or golf clubs directly from a Chinese company who has located within America or over the internet. We would save 300% to 800% or more off our purchase price but the brand name may not always be Motorola or Barbie Dolls but )(*#. If one wants to buy over the internet, a typical knockoff product with a US brand name like a golf club driver, directly from a China manufacture, you will find it can be purchased at a wholesale price of $38.50 in quantities. Which means China has already added its profit into that price. Or, you can buy just one identical product at retail over the internet directly from China for a total of $150.00 delivered to your home, provided you specify it is just a sample. That's a huge markup but it gets worst. In America the same China product will cost, from an American Corporation, a minimum of $299 up to $400 and they purchased it at $38.50 wholesale. How do you feel now? This difference in price is significant when Congressmen and Corporations complain our plan will not work, because America cannot compete or that inflation will be ruinous. Not true. We are just talking about how much profit a Corporation might get. What a shame. They may only rip us off at a markup of say $125 above their cost of $38.50. At that price they undercut China's retail price by $25.00 and made a profit of $86.50 per golf club sale. Now the question is, can America make a golf club driver at a reasonable price. They certainly did before they increased their profit by using cheaper labor. Now didn't they? Under our Jobs Plan, China will no longer be a competitor anyway.
We the people recognize that American businesses are the engine that drives our economy but it has been in reverse gear and the pendulum has swung too far. We are now in crises with no real political plan except to lower taxes to corporate America which is pathetic in its concept. The idea is pushed by the same corporations who have left America. But hey! They can increase the dividends for the stock holders; as well they should, as that is their primary duty after all. In affect it is nothing more than a windfall gift to the rich. Lord, how can anyone suggest such a thing with a straight face, when 135 Million of us are suffering and 146 millions more who are stuck in poverty, the ghetto or on welfare? Incidentally, the trickledown theory sounds more like a 1% fat cat standing in front of a urinal and the term "job creators" sure doesn't apply to those corporations who sent millions upon millions of jobs overseas. One wonders how they can sleep at night. Perhaps greed plays a part. The idea that reductions of regulations upon corporations will fix the economy is highly suspect without specifics. Perhaps we should deregulate our nuclear power plants, our water sources and allow coal plants to continue to fowl the air or not inspect China's import products? Reduction of EPA regulations in a thoughtful manner is more rational thinking. Such questions should be asked at Town Hall meetings.
Good bye China, Hello USA
Dear China, we made you rich and now you will pay us back. Corporate America, you profited greatly all these years and you will now bring back jobs to America.
Deficit: As an unplanned consequence of this demand for change is that our increase in government revenue might actually help our deficit problem significantly or perhaps make it go away entirely at the end of 8 years.
A Compromise Suggestion: The Obama Administration could forestall this Peoples Plan by sending the State Department to China before the election for the purpose of renegotiating President Carters Trade Relations Agreement. Our position would be that certain major manufacturing industrial product lines, such as all electronics, telecommunications equipment, all toys, auto parts, clothing, furniture, in home products, or electrical machines, etc., will no longer be sold to America by China until our unemployment rate is down to 1.5 %.
In the case of clothing, a million jobs would be created in our Southern States where cotton was once king and sewing, textile and garment factories thrived. An immediate jobs impact would be created to build the hundreds of new factories and a smile put on the face of Dixie. The reduction in Chinese sales should equal our unemployment rate which is really about 17 %. not 8.6 %. The threat of a Trade War with their best costumer should do the trick. Strike a deal. Go girl.
The economic future of America is bleak. We should withdraw from the WTO if necessary.
We recognize our exports to China will suffer as a consequence of our plan but it is a price we must pay to save America. China relies heavily on import duties to make their economy work but we do not. Their yearly amount beings some 924 Billion in import fees from all countries. We will not make them very happy but they can still dominate commerce in Asia, South America, Africa, Brazil and many others areas.
China has invalidated the Trade Agreement for years, by running a deficit in their favor in the amount of some 80 Billion per year. In addition China should not be identified as a Developing Country under Article 11, Item 3. A reason by itself to terminate the agreement and make it invalid. China has enjoyed a remarkable economic growth rate that has averaged 9.4 percent per annum over the last 20 years, based on data from the State Development Planning Commission. If you have never been in China, it will be hard to believe this amazing growth rate.
Fact: American corporations owe their total allegiance to their stock holders. They have no allegiance or moral obligation whatsoever to the nation in which they reside. They are obligated legally to make money solely for the benefit of their stock holders. If they can manufacture products with the cheap labor of China's poor, they will do so with the consent of Congress. Wall St. Corporations, trade and manipulate money for the sole purpose of their stock holders as well. The people be dammed. An independent owner of a firm or company may trade with whomever he wishes in total disregard to the harm to the American economy or the young graduates attempting to enter what's left of our manufacturing and services industries.
Theft: The theft of jobs continues with the 1994 Bush/Clinton North American Free Trade Agreement with Canada and Mexico. The people of Canada hated the agreement so much that they kicked their Prime Minister and his party out of office just because of this issue. If you look just over the border fence with Mexico you will find hundreds of shiny new factories filled with smiling workers. These are jobs once held by us. The CEOs of Americans corporations placed these factories there for two reasons. To avoid Americas Unions and gain the profit between a Mexican wage of $1.42 and an American wage of $12.50 per hour. Thats called, theft, greed and the rape of Americas jobs. Soon a CEO will figure out that he can get workers in Africa to except 27 cents an hour instead of using Mexican labor and we will be using Pepsodent or Colgate toothpaste made in Africa instead of Mexico. Oh! We forgot. We already used slave labor a century ago.
The 1% : What is the CEOs motive? He can get a larger bonus from his stock holders of say 10 Million next year. And hes crying that taxes are too high! The stock holders are happy to vote him a bonus as they have increased their wealth in like kind. We call them the 1 %. And lets not forget who approved the Trade Agreement. It was 132 Republican and 102 Democrat House members. The Senate supporters were 34 Republicans and 27 Democrats. And they want us to reelect them. Are you really going to do that America? The agreement has turned out to be a disaster for Mexicos agriculture farmers as they cannot compete with Americas, as they hand pick thier crops and we use mechanization techniques. Obviously, the Trade Agreement didnt create enough living wage jobs to stop Mexicans from pouring across our border. For these reasons we have added a clause to our proposed law to forbid future corporations from moving their factories to a foreign country for the purpose of obtaining cheap labor. They can move alright but they will be prevented from selling in America.
In hindsight we were committing suicide by allowing the loss of manufacturing and assembly jobs to foreign countries. Greed and the love of money obviously play a large part in Americas problems. We cannot solve that here.
But: How did this occur? It all started with the great communist hater, President Richard Nixon's visit to China in 1972. During that visit with Chairman Mao Zedong, Nixon approved the Joint Communiqu of the United States of America and the People's Republic of China, also known as the Shanghai Communiqu, wherein it was established a desire to expand the economic contacts between the two nations. In other words, to start the trade of goods and services as soon as possible. Seven years later President Jimmy Carter, most regretfully, approved the detailed People's Republic of China Trade Relations Agreement of July 7, 1979, which outlines how the two countries will start long term formal trade. Note that this document is to be made null and void and a new one drawn which limits the types of products China may import and the import fees to be paid.
July 7, 1979: From this time forward every business in the U.S. had an opportunity to stop manufacturing products in America and to train the Chinese's in how to make a "Made in America" product at an extremely low labor cost. Those who chose to take their manufacturing and assembling businesses to China gave them the training, tooling and expertise and then closed their factories in the U.S., kept what were really just a small sales office, with a warehouse and a distribution center in America and allowed millions of working class Americans to fly in the wind. The explosion of Chinas economy was fantastic starting in 1985 thanks to Americas Corporations. Now only 26 years later we are about to explode. This corruption of Americas economy continuous unabated and in fact can easily be destroying our culture, values and the Nation as a whole. Eventually, like a Ponzi scheme, America may be brought to its knees and shortly there no longer may be a middle class that can afford the products China makes. The entire system would then collapse and America could become a third world country. Ancient Rome collapsed as a result of corruption, lack of foresight, greed and division between Senators. Ironically, Rome fell because their Senate ultimately lacked the courage to act. Sounds familiar does it not? We must not do the same.
September 3, 2012 is Labor Day. On this date our written demands, in the form of the attached Petition, will be formally presented to the President and Congress during a march upon the Capital. We intend to release an informal copy of this plan to the media, political organizations and members of Congress months ahead of the time line described below to allow both houses of Congress to have ample time to discuss our plan informally, on the floor of Congress or in committees. We demand that a draft of our new legislative law titled The Congressional Recapture American Act of 2012, be published by September 21, 2012 by ether the Senate or House, in all major newspapers and over the internet for the purpose of allowing public comment and a determination of Congresses intent to do what we asked. On October 5, 2012 the House or Senate shall bring the law up for debate and subsequently call for a vote by October 19, 2012. We the people will go to the polls on November 6, 2012.
Failure: In the event the Act fails to become law we promise to vote against every incumbent in the House and to cast a vote against all incumbent Senators running for re-election , no matter the political party we now identify with, nor how much we like the member whether a conservative or liberal. In addition, we pledge to change our voting affiliation to an Independent as a show of our contempt for your failure to implement this new policy.
March: As a start, we need a demonstration march upon Washington D.C. to present our grievances and we need to time it a few months before the next election cycle of November 6, 2012.The entire 435 members of the House of Representatives will be up for election and the Senate has 31 seats at risk. They are all vulnerable and subject to our political pressures and will be in a frame of mind to actually pass our proposed law before the election occurs or suffer the consequences of losing our votes in big numbers in a bi-partisan way
Good bye China Hello USA movement, asks that those who cannot travel to D.C, to personally present a copy of our documents to every local government entity. Including your City Hall, County and State Legistrators, the Mayor, Managers, the Fire Station Captain, Judges and School Superintendents and if you wish the Candle Stick Maker. In fact we request that volunteers take it upon themselves to stand on street corners and hand out copies. And we encourage Mini Marches to be held upon each States Governors office.
Civil Disobedience: Over the coming year might we suggest a campaign wherein hundreds of thousands of copies of these documents be distributed upon the streets of America, thrown from the tops of buildings upon Wall Street, from atop Seattles Needle Tower, St. Lewiss Arch, the steps of the Capital Building and over a particular fence and upon his lawn.? Of course we want you to pick them up, if you get a chance. During Town Hall meetings a chant might be appropriate such as, in rhythmic tone, 'How many jobs will you create for us. Amen. Amen" Or for an incumbent, " How many jobs did you create for us. Amen. Amen. Or "Good Bye China, Hello the USA".
If we fail the fight should not be over. We suggest an Occupy Corporate America Movement be started where sit- in protests are conducted on those corporations that import China products and a boycott of its product.
Risks: We must recognize that our economic system and our political processes may be in turmoil for some time as we transition to a system that worked quite well during the past 4 decades when full employment was the norm, at least in comparison to the present. We must realize we may play havoc with the stock market and for a time, bring instability and that we will suffer an increase in inflation of many of our basic goods until a natural market correction occurs. And it will occur.
If the middle class is destroyed by the 1% and unemployment benefits and welfare benefits are not increased significantly to sustain a livable lifestyle for the 99%, what happened to France in 1789 might happen in America? Social and political upheaval has already started and it only took 3 years for France to collapse.
If this plan is implemented there is little to worry about as we transition back to becoming the worlds leading powerhouse in manufacturing. If we do not believe we can become a powerhouse again, our future is terribly bleak and we should think of Ancient Rome again.
Economics 101 dictates that a living wage must be paid in order for the workers to buy the products corporations make. If not, the corporation goes broke and the worker becomes unemployed. Americas economy is based on consumer spending and if the middle class is reduced to nothing then the economy collapses.
The imposition of import fees upon China's products starts at a low percentage rate. This rate increase will be passed on to the consumer initially, but as the rate increases over time, it will become so high that companies who sell China's products will soon realize they will be out of business very soon if they don't start manufacturing in America.
American consumer will not pay $75 for a golf shirt that once cost $15 and as a result consumers will slow down their purchases. The corporations are forced to lower the retail cost to the consumer. As noted previously, there is plenty of room in profit to not cause inflation.
We should expect that corporations will spend millions of dollars to criticize our plan and pay lobbyists to influence our politicians in a negative manner. Change is difficult particularly when you are comfortable in your Mansion. They will try to frighten us with lies and even tell us we may have to give up our automobiles for Rickshaws. So be it. We are Americans and we can make this happen particularly if we use the only real tool we have to force change, our right to vote. Thank God.

Planning: Comments, suggestions, criticisms, advice and planning for a march on D.C. are requested. An on-line action committee needs to be formed as well. Perhaps as many as one hundred volunteers can come forward as group leaders. During the assembly, flags are to be flown, music played, songs sang, speeches made and a feeling of patriotism expressed in a positive and nonviolent way. Invitations are to be made to the President, as well as the leaders of both Houses of Congress. On Labor Day Congress is not in session but we expect our leaders to be concerned enough about its 180 Million suffering citizens to show up.
